REPLY TO THIS: From what I have found on the Roemer model and what I understand about it is that there are 5 parts to this model. The five parts are management, organization of programs, economic support, resource production and delivery of services. All information/money goes to the organization of programs which is then distributed to delivery of services and organization of programs. In order for this to work there has to be a larger number of resource production than what is needed so that there is always a supply.
The relationship between all of these parts are that all departments need to work together to achieve the ultimate goal which is a stable health system. For instance, if there is a 150 bed facility and it is split evenly between LTC and rehab there is a constant turn over to allow for more money to be brought into the facility than if it was just a LTC facility.
There are a few LTC around where I am at that also have a rehab unit that are successful and then there are some that are unable to keep the beds filled due to cost, staff shortages etc. Where I was working they had 2 rehab units, 2 LTC units, 1 Alzheimer's unit and one personal care and they had a waiting list of 2 years to get into the facility on a LTC basis. I just heard the other day that they are down to 4 units and are closing within 6 months. I honestly believe that some of the downfall is due to post Covid conditions. If the staff isn't willing to be there to take care of the client then client's are turned away and the business fails.
