Without determining which projects are priority at any given point can lead to the symptoms that produce project failure, such as scope creep, budget overruns, project team demotivation, break down in communication, etc. I also appreciate that the Blue Ocean Strategy cyclically reevaluates projects in line with the level of maturity of project management within the organization. In other words, is this project consistent with the project portfolio/program level that we are functioning at as an organization
