The international classification of Diseases (ICD-9) is based on World health Organizations, standard list of six characters alphanumeric codes to describe diagnosis. ICD-9-CM is used in a variety of clinical and health care applications for reporting, morbidity statistics, and billing. The ICD-9-CM consists of:
- a tabular list containing a numerical list of the disease code numbers;
- an alphabetical index to the disease entries; and
- a classification system for surgical, diagnostic, and therapeutic procedures (alphabetic index and tabular list).
With the advancements in the medical technologies, a newer version of ICD-9 codes were released to better understand the diagnosis and billing. The International Classification of Diseases, Tenth Edition (ICD-10) is a clinical cataloging system that went into effect for the U.S. healthcare industry on Oct. 1, 2015, after a series of lengthy delays. Accounting for modern advances in clinical treatment and medical devices, ICD-10 codes offer many more classification options compared to those found in its predecessor, ICD-9. The World Health Organization (WHO) owns, develops and publishes ICD codes, and national governments and other regulating bodies adopt the system.
One of the largest US Healthcare Insurance company is in process of converting the billing systems within the Claims Department to replace existing ICD-9 coding system to ICD-10 coding system. Director of the Claims department, Mr. Bill, is working closely with the EPMO dept. (Enterprise project Management office) to complete the conversion process. Company CEO is willing to sponsor the project on an urgent basis due to mandated status. Nancy (Manger at claims dept.), Howard (Coordinator at Claims dept.), and Leticia (Claims reimbursement specialist) are involved in the process of providing the detailed information regarding the project contents, deadlines, strategies etc. Current system in place is a Claims reimbursement software application that captures and stores patients claims data and provides the billing for each patients visit based on ICD-9 reimbursement strategies. The user interface of the Claims reimbursement application is user friendly and provides the claims history of each patient for up to 10 years. As a Project Manager you are responsible to complete following major changes involved in the conversion project are:
- Changing the user interface to indicate ICD-10 coding system
- Changing the application database from ICD-9 to ICD-10 diagnosis codes.
- Update mapping system within the application, Diagnosis to billing codes, performed within the application to capture ICD-10 diagnosis codes.
- Asking providers to provide ICD-10 diagnosis codes in a specific format.
- Developing a strategy to capture requirements for this project to minimize the disruption within the organization?
