Utilizing performance measurements like Key Performance Indicators (KPI) which is a way for standards can be set and progress measured against on regular basis so to direct resources and focus improvement where it is needed. This is not a one time use and one, it should be a ongoing measurement that is applied throughout the project cycle. Open communication with the team is critical as to so teams and departments can communicate progress and problems. The project manager should utilize, Project Monitoring and Controlling Technique which is a way for the project manager to monitor performance, detect problems, and adjust the plan as needed, and ensure teams / departments are working in flow with each other so that the plan stays on track and in budget.
