Question:
Your company receives a Request for Proposals (RFP) issued by the U.S. General Services Administration (GSA) on behalf of the Office of Management and Budget (OMB). The RFP solicits proposals for a performance-based contract for the creation, successful implementation, and ongoing productive usefulness of a government-wide solution (to comprise more than electronic technology) to capture and report contractor performance data for every contract having a total anticipated dollar value of $100,000 entered into by the government after January 1, 2020. The RFP stipulates that if the solution does not yield the required outcomes, the developer and deliverer of the solution will not be paid one cent – zero, zip, nada – no matter how much time and effort the developer and deliverer puts into development and delivery. Payment will be made for the first time when the government has determined that the solution is and will continue to be productively useful.
Based on the scenario above, please complete the following:
- Identify, as many as you can, the challenges your company will have to successfully address in order to deliver a solution to the government that will be (and to continue to be) productively useful.
- Explain how your company will propose to address these challenges. (Your response should be written as if you were writing the proposal.)
- Identify other elements your company will have to address in its proposal response.
