Develop a 3-4 page paper outlining an Alert & Warning system that would be most relevant to your jurisdiction. Your system should include an appropriate amount of features, and should be within a reasonable budget for the jurisdiction's size. You do NOT need to include the estimated cost; just be mindful that some more advanced systems would be out of a small jurisdiction's budget.

In your paper, please also include a synopsis of how the jurisdiction will use the system, and who would be responsible for activating it. Also include a clear summary of its intended purpose, your plan for educating the citizens, and the potential benefits/drawbacks of the system.
