Ex parte Hull, 312 U.S. 546 (1941) is a landmark case in which the Court stated "The state and its officers may not abridge or impair petitioner's rights to apply to a federal court for a writ of habeas corpus." This suit was brought to the Court due to a regulation that required prisoners to submit all legal documents to an institution office for review before it would be mailed to court in Michigan. An inmate, Hull, tried to send his writ to the Court without allowing the institution to review it first and it was not mailed due to ignoring this regulation. Even though the Court did not grant the writ, it did however strike down Michigan's regulation. It is important to note that the Constitution does not specify protection for prisoner's mail to courts as the Court defined with this decision.
