Select two countries from the Transparency International Corruption Perceptions Index (CPI). You can select CPI for any year you want. Pick one country ranked in the top one-third and one country ranked in the bottom one-third of the scale. For the selected two countries, find the crime rates for two transnational crimes of your choice from the official statistics. For example, you could look at the UNCJS data and you could select any year between the 6th and the 11th sweep of UNCJS from 1995-2008), available at:

Your assignment is to write an essay (1,000 words, excluding references). At the beginning of your essay, please write down the names of the two countries, their CPI rankings, and official crime rates (per 100,000) for both crimes.
Discuss the following issues:
Do official crime rates differ across the two countries for the two transnational crimes you selected?
To what degree are the cross-national differences a consequence of the actual difference in crime rates?
What arguments would you use to explain the differences?
Refer to sources of distortion, politics of numbers, and problems with official crime statistics, particularly related to transnational crimes.
Find country specific issues that could explain the differences in numbers.
