Point 3: Stance and action steps for the community There is a specific sequence that we follow. We cannot deviate from the process.

Here is some guidance on how to organize this speech:

I. Give some brief stats about the numbers of people who are in college currently.

A. How have these numbers increased in the last four to five decades?

B. Define the problem - currently, how much does it cost to attend college.

1. Give numbers on community/state colleges.

2. Give numbers on colleges/universities with residence halls.

3. Give numbers on private schools.

4. Explain that private and public colleges and universities are more expensive than community/state colleges, but the costs are still quite expensive.

C. The other part of the problem is because of the expense, some cannot afford it and there are disparities regarding socioeconomic status and race.

D. Because of these issues, Bernie Sanders introduced the idea of free college (briefly explain this plan. Also, states like NY have already started).

E. The controversy is the question of who pays for these degrees. Also, another part is how is this fair to those who paid for college in the past, and who still have to pay as some believe that college is a privilege and not a right? Plus, it is not a requirement to attend college like it is to attend primary and secondary school.

E. End point one with an example to validate (someone who wanted to attend college but could not because they could not afford it).

C. Who pays? Will this also be like the elem, middle and high schools where the state and counties/districts foot the bill (so, in other words, tax dollars...therefore, will we have to have an increase in the taxes that go toward education?)

D. The State Department of Education will continue to manage colleges. ***Of course, this is your speech, so you can take this the way you like. This is a good way to manage solutions though.

Point 3: This is the point where you convince the audience to support your stance and solutions. Why are you for these solutions and why is it important to combat this issue? III. "I believe free college should be instituted in states because..."

A. Reasons why you are for this and importance of this issue

B. Benefits if solutions are adopted

C. Consequences if the solutions are not adopted.

D. Action steps (steps the audience can take in support of your solutions and stance like state legislators, sign petitions, vote, etc.)
