  1. Introduction

This Statement of Work includes the contractual framework under which the system will operate a safe pedestrian transportation system within the Washington, DC city limits and consistent with public and government needs as determined by the government of Washington, DC (the City). The Citys electric scooter program may include one or more operators of specific scooter types or designs.

  1. Background

Pedestrians in the city of Washington DC have difficulty getting between the popular tourist sites in the city. Whether they are citizens, workers, or tourists, many pedestrians complain that walking between the major tourist sites takes too long 20 to 35 minutes on average. Washingtons subway system is not designed to include direct connections among the tourist sites. Many pedestrians are thus forced to turn to automobile or bus transportation services; which are not inexpensive and waiting for these services takes considerably longer time than just walking to the destination.

Washington also has an automobile problem; the city streets are heavily congested and nearly impassable during commuting hours. Furthermore, there are not enough parking spaces for these cars once they are in the city. Since there are already too many cars in Washington, the citys next transportation decisions must not create a demand for even more cars. Recently there have been some safety and congestion problems reported in those cities that already allow electric scooter operations. Washington wants to protect its citizens and visitors from experiencing similar problems.

The city of Washington has 694,000 residents living within the city boundary. The city also receives more than 60,000 visitors each day; a total of 22.8 million visitors in 2017. There are also another 484,000 workers who commute into Washington each work day approximately 329,000 who arrive by car, and 131,000 who arrive by subway. Washingtons streets are heavily congested, and parking is limited, so once people arrive in Washington, they become pedestrians by necessity. An electric scooter pedestrian transit system is viewed as one highly adaptive and efficient means of meeting our pedestrian needs.

  1. Objectives

The objective of this program is to include a non-automobile option for the individual pedestrians to travel between multiple tourist destinations in the city that is significantly faster than walking and that is available at all designated major tourist destinations in the city.

  1. Functional Requirements

The system shall include a battery powered electric scooter system that transports individual persons within the Washington city limits.

The system shall include a battery powered electric scooter with a rider-operated variable speed capability up to a speed of 15 miles per hour.

The system shall include a battery powered electric scooter with a rider-operated deceleration or braking capability.

The system shall include a battery powered scooter system that transports individual persons for over a range of at least 10 miles on a full battery charge.

The system shall include a scooter system which does not create a safety hazard for its riders or for other pedestrians.

The system shall include a means for riders to easily park and unpark the scooters in an upright position so that the scooter does not impede pedestrian traffic or become a safety hazard.

The system shall include a means for riders to locate scooters that are available for use.

The system shall include a means for riders to determine the power (battery) status of available scooters.

The system shall include a means for riders to get route suggestions and estimated arrival times to a selected destination.

The system shall include a mobile device application (app) that allows a potential scooter user (rider) to set up an account to access the system features and capabilities.

The system shall include riders with instructions that riders should or must follow to find, lock and unlock, activate, safely operate, and park the system scooter.

The system shall have the capability to include, install, and activate/deactivate a virtual fence to control the allowable range and place of operation for the scooters in order to prevent riders from operating the scooters in dangerous or controlled places.

The system shall include a live chat capability through the system mobile device application to help riders resolve any issues associated with their account or operation of the scooters on a 24-hour basis (night and day) each day of operation.

The system shall monitor and control the operations of all deployed scooters, as well as any support activities related to those operations, on a 24-hour basis (night and day) each day of operation.
