if statements for Step 3 of the algorithm. Using 'tic' and 'toc' commands, calculate the time elapsed for the algorithm to run. The
function should return 2 outputs which are the compressed image array and the elapsed time. Additionally, function should save the
compressed image array to a '.mat' file.
