Task: Evaluate if City A is a good area for business expansion

What I have: 1980 to 2000 General summary, occupation and income, education and trend reports for both the US and City A

Question:

Which data should I focus on to evaluate CITY A? Should I use Educational attainment of the people,

Population growth, Income only or Income and occupation, Home ownership and renters summary, Household income (if so Why?), Income per age, any other parameter that I need to look for?
