Tenders are a proposal and cost for a specific package of work. Tenders for complex projects can be split into smaller sub$-$packages known as $$Lots$.$ Lots in the same tendering process may be directly or indirectly related to one another.

A department has invited companies to tender for $4$ Lots. One of the requirements is that companies must be able to join Lots $1$ and $2,$ Lots $2$ and $3,$ and Lots $3$ and $4.$

Companies that offer tenders must show how they would join up the different Lots that they bid for. If a company does not offer tenders for all Lots, it must be willing to work closely with other successful bidders. This is to make sure that there is a smooth process from Lot $1$ through to Lot $4.$ If a company offers tenders for all $4$ Lots, it may be awarded none, some or all of the Lots it has bid for.
