the bit pattern $00$C$000000$ is placed into the Instruction Register, what MIPS instruction will be executed?

In this problem I know from the opcode that mips instructions are jal. But what I$\text{'}$m curious about is why the answer is jal $0$x$000000.$ how $26$ bits can be expressed as $32$ bits. What I was thinking of was through pseduodirect addressing.

The upper $4$ bits of the PC address $+26$ bits $($instruction address ping$)+00(2$ bits, left shift$)-->$ I thought it was $32$ bits, but the problem is that the PC address is not known.
