In this problem I know from the opcode that mips instructions are jal. But what I$\text{'}$m curious about is why the answer is jal $0$x$000000.$ how $26$bits can be expressed as $32$bits$.$ What I was thinking of was through pseduodirect addressing.

The upper $4$bits of the PC address $+26$bits $($instruction address ping$)+00(2$bits$,$ left shift$)-->$I thought it was $32$bits$,$ but the problem is that the PC address is not known
