THE CAPSTONE ASSIGNMENT$|$INSTRUCTIONS

In order to complete this assignment you must apply all the instructions below to

a project you are currently involved with, at work.

This project must ideally be in the initiation or planning phase $($this will help you

gain maximum benefit from this module$)$

The following is required:

$1.$ A description of the background to the project $[5].($Remember to state the

need or business objective that the project addresses, the project time frame

and budget as a minimum.$)$

$2.$ Develop & draw a contracting model appropriate to the procurement

situation. $[10]($Discuss where integrative responsibility lies, the advantages &

disadvantages of the chosen model$)$

The following is required:

$3.$ Select an appropriate contract type with an accompanying procurement method

$[10]($Discuss why the specific contract type & procurement method was selected$)$

$4.$ Identify two contractual risks and discuss these risks $($consider if risk transfer or a

risk enforcement mechanism could be used$)[10].$

$5.$ Construct a source selection value model $($see fig $18\mathrm{.}8),$ with appropriate

qualification $(3$ factors$),$ critical $(3$ factors$)$ & differentiation evaluation factors $(1$

for bid & $2$ for bidder$)[20].$

$6.$ Provide a step by step overview of the source selection process you will follow.$[5]$

The following is required:

You receive bids from companies A$,$ B$,$ C$,$ D and E$.$ Contractor B does not meet

the requirements of one of your qualification evaluation criteria & Contractor D

does not meet the requirements of one of your critical evaluation criteria

$7.$ Please state which evaluation factors they did not meet and what you must

now do with these bids $[2]$

Apply the following weights to your three differentiation evaluation factors

$$ Bid differentiation evaluation factor $45\%$

$$ Bidder differentiation evaluation factor $35\%$

$$ Bidder differentiation evaluation factor $20\%$

Score the $3$ remaining contractors $($A$,$ C & E$)$ as follows:

$$ For bid differentiation evaluation factor $1,$ Contractor A must receive a score of

either $1,2$ or $3.$ Contractor C$,$ a score of $7$ & Contractor E a score of either $8,9$ or

$10.$

$$ For bidder differentiation evaluation factor $2,$ Contractor A must receive a score of

either $4,5$ or $6.$ Contractor C$,$ a score of $10$ & Contractor E a score of either $1,2$ or

$3.$

$$ For bidder differentiation evaluation factor $3,$ Contractor A must receive a score of

either $5,6$ or $7.$ Contractor C$,$ a score of $2$ & Contractor E a score of either $8,9$ or

$10$

$8.$ Apply a sensitivity analysis on:

a$)$ the weights of the differentiation evaluation factors $[8],$ and

b$)$ on the scores of the bids $[15]$

$9.$ Use your evaluation of the various bids in accordance with the source selection value

model and price to do a trade$-$off analysis and recommend the best bid, please

substantiate the reasons for your recommendation $[5].$

$10.$ List a set of procurement procedures that satisfy the constitutional requirements of

being fair, equitable, transparent, cost$-$effective & competitive and discuss how these

procedures address the $5$ constitutional requirements $[10].$
