The default Tooltips display contextual information and data point details, how can your create a more "visually rich" tooltips?

You can't, tooltips are only text based.

Right$-$click on the default tooltips and select on of the visual icons.

Create a tooltip report page and associate it with one or more fields.

Select the visual tooltip option on the format pane.
