The deliverable for Topic 16 will include your final, completed paper with all revised sections of the components submitted in Topics 4, 8, and 12, as well as the following new elements not previously submitted: Executive Summary (I), Conclusion and Dissemination of Knowledge (X), and a complete set of References (XI).

For the conclusion and dissemination of knowledge, discuss the overall implications of the analysis and discuss what factors need to be considered for implementation of the recommended policy action. In this section, also describe your plan for disseminating this knowledge/recommendation to key stakeholders and other audiences.

Your final capstone project should be a narrative of 4,000-6,500 words and include all required sections in the following order:
