The first category is comparatively easy to handle because technology and software can be chosen on merit and requirement, and even if the technology to be used is new, employees can be trained on it. However, the second category which is Organizational, is tough to carry out because all the policies and procedures to standardise the project is formulated under this category and effective communication and hierarchy is also dependent on this category which makes the Organizational structure strong and efficient.

Thus more emphasis should be laid on the second category in my opinion.
