The first major statement about boundaries within public administration concerned the politics-administration dichotomy. By the mid-twentieth century, it had been largely rejected as impractical with the advent of big government, large centralized organizations, and complex administrative and regulatory processes. Some now argue that there should be a new dichotomy within public administrationthis time between policy and administration. The thought is that there should be more defined boundaries between public policy formulation (making it the political realm of legislative bodies, political executives, NGOs, and group and citizen interests) and public program delivery (making it the administrative realm of public agencies, budgets, and administrative due process). From a public administration perspective, do you think such a dichotomy is realistic and desirable? Why or why not?
