The sport of soccer was tarnished by evidence of bribery and corruption at FIFA corporation, footballs global governing body. The culture created in the time of FIFAs defiant Chief Executive Officer (CEO), Joseph Sepp Blatter, appeared to endorse greed on a spectacular scale. Votes from FIFA delegates were made available for sale while countries sought to win rights to host the World Cup every four years. After that, 14 FIFA officials were arrested in Zurich, Switzerland, in their hotel rooms in 2015 by the request of the U.S. Department of Justice (DOJ). Blatter was connected to numerous scandals related to bribes, financial mismanagement, and highly questionable tactics during reelection campaigns. FIFA convened an independent panel to propose corporate governance reforms in the face of increasing criticism over the conduct of Blatter and his team of senior executives. The beginning of the end for Blatter came in September 2015 by his unethical and fraudulent activity, when Swiss investigators issued criminal proceedings against him, and when he sold the rights of the assignment of valuable World Cup television to the former FIFA official Jack Warner for a fraction of their true value to make a profit for himself. Therefore, in December 2015, FIFAs stakeholders and sponsors labeling Blatter as an obstacle to reform. Also, they wanted to change the corporate governance of FIFA to follow business ethics through the ethics committee, and to apply a suitable code of conduct. They also requested to list the responsibilities of the ethics committee for increasing the efficiency of ethical behaviors in the meeting.
