1. Priority level 1: Females should constitute 40% of the new hirings
2. Priority level 2: Minorities should constitute at least 25% of new hirings.
3. Priority level 3: The recruiting budget should not exceed $175,000.
4. Priority level 4: Minorities should constitute at most 60% of the new hirings to clerical positions.
5. Priority level 5: Females should constitute at most 75% of the new hirings to clerical positions.
