The Multiple Streams Framework (MSF) was developed within the field of Public Policy. The first stream is the problem stream. There is a problem that society is confronting which needs to be resolved. For example, most people would say that climate change is a problem, and it needs to be dealt with. The second stream is the political stream. In this stream, people try to influence the political process to put their issue on the agenda and get it dealt with. For example, the issue of climate change became enough of an issue in the Commonwealth of Virginia that the Democratic Party ran on a Green New Deal Platform in state elections there last year. Finally, third, there is the policy stream. After winning both the state legislature and the governorship of Virginia, the Democrats tried to make the Green New Deal law - that is, the official government policy of the state of Virginia. So, the MSF deals with social issues that eventually force change in a government's policy. What I would like to find out is if there is a similar theory in finance that examines how changes in society pressure firms to make policy changes to deal with the problems that led to pressure from society in the first place? So, without being given specifics about what was being requested, I provided additional detail. This led to the second response a day later. This time I am being told my question is irrelevant. So, somebody has decided what is supposed to be relevant to me and what is not. I reached out in good faith in this forum trying to get an answer because I would like to write a paper. If people do not have an answer, i can understand that. It is a tough question. What I do not understand is why people feel they can make judgments about what should or should not be relevant to me. Aside from not being helpful, the response itself is irrelevant in terms of trying to grapple with the question I have asked.
