The problem is that COVID-19 severely impacted Native American tribes by shutting down the primary source of revenue from the casinos, resulting in income loss within the tribe (Azocar et al., 2021). The United States and the territories began implementing mitigation policies by issuing orders requiring people to stay home during the pandemic. After stay-at-home orders, all nonessential organizations and businesses in public-facing industries shut down to prevent the spread of the new deadly virus (Moreland, 2020). Tribal casinos fall under nonessential organizations and enterprises because casinos are a public-facing industry (Chaffin, 2020). The shutdown by nonessential companies caused Native American tribes to shut down the primary source of income (Jordan et al. 2022). The Coronavirus outbreaks in rural areas caused a severe crisis for many nations in the U.S. One of the worst impacts was shutdown of almost 500 tribally owned casinos, considered the most significant crisis in the past decade (Romero & Healy, 2020). According to the U.S. Bureau of Labor Statistics (n.d), of the 16.9 million unemployed in July 2020, 9.6 million (57 percent) could not work because the employer closed or lost business due to the pandemic
