The project mandate is the general understanding that the project is the right thing to be doing and is

therefore a legitimate use of energy, time, and resources. The mandate is held collectively by the

project stakeholders.

The mandate must evolve if the project evolves. It is$,$ essentially, a political device and can be easily

lost. The project mandate is secured and sustained by the project sponsor.

In your groups, you should discuss how the project mandate for the Holyrood Project evolved and

consider how it was maintained by analysing the project's evolving strategic context, value for

money, and affordability question.

You may analyse the project mandate at key stage gates within the project lifecycle $($e$.$g$.,$ planning,

design, construction$)$ and$/$or with reference to critical events $($e$.$g$.,$ death of the political sponsor $$

Donald Dewar, death of the lead architect $$ S$$nor Miralles, change of procuring client from the
