The reason I need to Open the Ethics Frame before I make a judgment about what's right or wrong and decide how I am going to act, is that:

a$.$ The ethics "frame" is what tells me how and why I am deciding what's right or wrong.

b$.$ The "frame" is made up of the other people in the situation who may have rights or freedoms at stake in how I decide how to act.

$2.$ "Framing" someone for an action they are not responsible for requires being aware of all the circumstances surrounding the situation in which the act was done.

The "frame" or kind of activity that I am acting in is an important element in determining whether a specific action is right or wrong.
