Risk assessment on its face should start with a quantitative guide when it comes to uncertainty and variability and at the very least coincide with the findings. Next is accurately identifying the target population and any other subpopulations that would be vulnerable to a hazardous exposure. Next would be the prompt involvement of analyst, risk managers, and stakeholders and their role in the risk assessment. All risks should have be approached from an equal understanding of these uncertainties. Risk assessment should be able to be comprehended by the general public as well as those that are in charge of making decisions. The concepts of uncertainty and variability should be mutually exclusive from one another. Lastly due to the fact that human life may be compromised, the assessment should not cause delay in overall action to mitigate a hazard response. The most important issue to me would be the human element. At times man gets too lost in the data that they lose the human element. Data drives many of our decisions in risk assessment, but it should not be the only focus. Especially when we factor the vulnerability of the target population. Understanding the needs of the people risk assessors are tasked to protect is vital in a hazard mitigation response. When we assess a situation I believe ensuring that what action is taken that the risks are minimal and that the target population remains the same or shrinks. Subsequently, every assessment should always seek to preserve life at all costs.
