The service/program is not designed to increase individual competence. There is a clear focus on activity versus competency. Activities are done in groups with a focus on keeping people active (ex. arts and crafts, life-skills, community outings). There is no evidence of any meaningful skill development occurring in natural settings. Service users do not seem to change very much in the area of skill acquisition from month-to-month or year-to-year. It appears that the service prepares service users to participate in the service program and not the broader society.
