The stakeholders have faced challenges in establishing a framework that fosters collaboration and trust between Ramsey County and CWC as they work together on the redesign process. While both organizations share the same goals, their approaches are so different that it seems impossible to work together. CWC focuses on cultural changes driven from the community, which is a process that is hard to quantify. On the other hand, the county believes that changes must be measurable. To bridge this gap, it is important to agree on specific, measurable, achievable, relevant, time$-$bound $($SMART$)$ measurements of change and to develop new knowledge$-$sharing strategies, including a new meeting structure.
