The third paper constitutes your "recommendations" section. Here you are going to make proposals for improvement or changes to your program or policy based on your assessment of the research in paper 2. What you recommend should tie closely to that assessment, so there should be no real surprises for the reader. The recommendations you make can range from expanding the policy or program because it has been shown to work well to abolishing the program or policy entirely because it has shown to be an utter failure, to anything else in between (e.g., suggesting minor tweaks or changes in particular areas). If there are important questions unanswered or not answered to your satisfaction, noting areas for future research for making additional recommendations would also be beneficial.
