The world as we know it today has experienced radicalized adoption of ICTs in all aspects of life. ICTs continue to play a

central role in shaping organizational business strategies sector$-$wide, and similarly e$-$business offers unprecedented

opportunities for both developed and developing countries. Within the service industry however, ICTs are perceived as

tools for facilitating business processes increasing competitiveness, with the educational sector unexceptional whose core

business is learning. The emergence of virtual learning environments has stimulated universities around the world to

develop technologies for enhancing education and administrative service delivery. Notably, a digital divide exists in the

adoption of ICTs for education between the developed and developing countries a result of large economic disparity.
