No Pet? No Way!
The local government of ABC City has introduced the new estate management rules that all public housing tenants (PHTs) in ABC City are not allowed to keep pets in their units [1]. If the public housing residents violates this rules continuously in 1 year, their tenancies could be terminated [2]. The reality, however, is that many tenants flout that rule [3]. Nowadays, almost every estate in ABC City has some people who keep dogs or cats at their homes [4]. Pet Keeping becomes normal and ordinary in peoples daily lives and it is important to reconsider whether these rules are appropriate or not [5]. I, and most animal-lovers in ABC City are all against this No pets allowed rules [6]. The Concern Group for Pets (CGP), formed by many animal-lovers, together with various animal welfare charities and associations in ABC City, are against the No pets allowed rules too [7]. They have collected over five thousand opinions from their members and almost all of the respondents are negative to the rules [8]. They urge the local government of ABC City to delete the restriction of keeping of animals in public housing from the tenancy agreement [9]. With such strong community voice, the government should be more considerate and remove the rules [10]. 6 Besides, CGP points out that the estate management rules would lead to the abandonment and also the death of numerous animals currently kept by the PHTs because they want to avoid the risk of their rental flats being taken away from them [11]. You know, abandonment of pets is one of the reasons for the increase in the stray animal population [12]. The International Association of Human-Animal Interaction Organizations (IAHAIO), an umbrella organization of groups doing work in the field of human-animal interactions [25]. In their 2007 Tokyo Declaration, they affirm this general principle: "It is a universal, natural and basic human right to benefit from the presence of animals [26]. The IAHAIO acknowledges a right to benefit from the presence of animals requires government action to ensure human access to animals in a number of different spheres [27]. For example, IAHAIO argues that animals are not only allowed, but encouraged, in hospitals, retirement homes, nursing homes, and school classrooms [28]. You know, many volunteers bring their pets to visit the patients in hospitals [29]. After the pets visit, the patient health is generally improved [30]. We should support the pet owners as you can see that the pet existence can be a part of medical treatment that helps reduce pain, anxiety, depression and fatigue in people with a range of health problems [31]. According the IAHAIO, the right to benefit from the presence of animals even translates into a universal right to pet ownership [32]. In their publications, they urge all governments to "acknowledge the universal non-discriminatory right to pet ownership in all places and reasonable circumstances [33]. I totally support their view and the local government of ABC City should consider to remove the No pets allowed rules so that everyone who wants to live with a pet can do so [34]. The current estate management rules in ABC City violates this universal right [35]. I truly hope everyone in ABC City can be animal friendly and join me together to against the No pets allowed rules [36]. Be a hero to protect the human rights and the animals [37].
