There are several approaches to defining performance and assessing the condition of facilities. This assignment involves visual condition assessment of 5th Street between Palmetto Street and Georgia Avenue, using the Pavement Condition Index (PCI) approach developed by the U.S. Army Corps of Engineers' Construction Engineering Research Laboratory (CERL). The condition assessment procedure is based on visual assessment of the type, quantity and severity levels of pavement distresses, and results in a pavement condition index, PCI.
PLEASE EXERCISE CAUTION WHEN CROSSING, ASSESSING AND OBSERVING THE PAVEMENT. IT IS YOUR RESPONSIBILITY TO STAY OUT OF THE PATH OF ANY VEHICLE.
The homework has three parts. The first two parts may be done in groups of three. The third part must be done individually.
Part I: Field Work
A representative location and size must be identified. Shahin (1994) recommends 2,500 plus or minus 1,000 ft2(762 plus or minus 305 m2). In defining the area to be covered by the condition survey, consideration should be given to usage, age and exposure to the environment. The area should be identified and the corners marked using spray paint. This should be done as a class.
Identify (by type and severity) and estimate the densities for each of the distresses present. Record these on the attached condition survey sheet for asphalt pavements (Figure 1).
Part II: Computations
Calculate the PCI using deduct value and corrected deduct value charts (Shahin,1994). Record your result on the attached condition survey sheet. Determine the rating for the pavement using the pavement condition index and rating (Figure 2) and record your results on the attached survey sheet.
Part III: Analysis and Report
Write professional report (2-3 pages long, typed and double-spaced) that discusses this exercise and summarizes and analyzes your results. At the minimum, your report should do the following:
1) Describe the assessment process and rating of pavements.
2) Summarize your results. Include your condition survey sheet and reference it in the report.
3) Discuss the factors considered in selection of the area and the assessment, and limitations of the procedure.
4) Identify the strengths and weaknesses of the PCI as a measure of pavement performance;
5) Identify other information that is required to make decisions about the appropriate maintenance strategy and the expected time to reconstruction.
