C. In doing so, you also need to discuss why lotteries will lead to efficiency in your

The theme is simple. I have chosen lotteries. I will explain why I did so in the

context of the problem.

Methodologyyou can answer by telling a story using no graphs, equations,

but it has to have a firm theoretical basis. You can use graphs, equations; or a
