Carmen had been working with Department Marketing for 8 years and had been looking forward for a promotion with the government agency since she knew that there is an opening as the Head of the Operations Unit. Recently she was transferred to the Operations Unit as the Acting Head which deals with the processing of the procurement bids and tender. Carmen is a very honest and trustworthy employee who will stand by her principles of honesty and fairness in discharging her duties. This is well known among her colleagues and the top management of the Agency headed by Mr. Zee. For that reason, she was transferred to the Operations Unit and Mr. Zee hoped that she would bring better decisions and more transparency in their choice of successful bidders for the tender. Mr. Zee as the head of department, has every confidence in Carmen as someone who can deliver good decisions as she had been performing very well in her previous post. However, shortly after Carmen was promoted to head of Operations Unit, Mr. Zee was transferred on promotion to another Department. A new head of department, Mr. Dee was appointed to replace him. Mr. Dee as everyone knew, is a very aggressive boss who always wants things decided his way. "It's my way or the highway. He always commented when his decision was not followed or when he was confronted by his subordinates who questioned his authority. Many of the employees who follow his decision were strongly recommended for promotion and being close to the people in the promotion Board, he always get his way in promoting people who listen to him. He has built as strong following around him and those who did not belong to his group or toe his line would be ostracized and would not be granted favors such as being confirmed in their job, going for short courses overseas or being cho to receive Annual Excellence Award which provides a one-month bonus and a seven-day leave to attend any short courses. Mr. Dee had a reputation as someone who wants to get things done his way and will be very upset if his subordinates does not follow his advice. There were many occasions when people working in the Department were unceremoniously transferred to another department because they do not follow what Mr. Dee wants them to do. Mr. Dee is also known as someone who is interested to make some quick "buck whenever the opportunities avail themselves and are not hesitant to take the first move. In the previous department which he headed the words went around that he is known as Mr. Ten Percent for his deed in getting 10% of the share of the contract awarded to the bidders. It was also alleged that his transfer to the present Department was also mooted as a way of trying to get him away from his cronies in awarding the contracts. The Agency had just recently advertised a tender bid to supply fertilizer worth about RM70 million per year for a period of three years. There were six bidders that were pre-selected to supply the Agency with the fertilizers after going through a stringent vetting process. There were all equally qualified but had different strength and experience as indicated by their company profiles. One of the bidders is a friend of Mr. Dee. Mr. Dee had indicated to Carmen that he is very interested to give the tender to his friend Bidder Nan who is one of the six successful bidders for the open tender to supply fertilizers. He had also indicated to Carmen that he had been reviewing the post that Carmen is occupying presently and would want someone closer to him to hold the post. But he is willing to reconsider his decision is Carmen is willing to approve Bidder Nan's tender bid. Carmen ha sieved through the documentation of the bidding made by Bidder Nan and found out that he is not the first choice bidder who qualified in the bidding. Bidder Nan, although qualified among the six bidders, ranks number 4 among the six prequalified Bidders and his price was more than 10% of the budget of the department which technically disqualifies him to get the tender. Mr. Dee had called Carmen to his office and asked her to adjust the tender document so as to put Bidder Nan as the most appropriate bidder to win the bid and put his bidding price within the 10% price range of the department's budget. Carmen was not very happy with the way she was asked to decide on the bidding for the tender. Nor was she happy at the thought of giving the tender to Mr. Dee's friend as she felt it was against her principles of self- concept of fairness and honesty. But she was also at the stage of being confirmed in the post of the Head of Operations Unit which can only take place if Mr. Dee gives his blessing. She knew that from her observation that if she did not comply with Mr. Dee's request she will not be confirmed in her post. She was aware that Mr. Dee is someone who will carry out his threat and she had heard and seen many cases where employees are being transferred or punished for not complying with his requests. She is in a dilemma as to whether to comply with the boss's request or to stick to her principles. She was asked by Mr. Dee to give him her decision on the matter by tomorrow. Carmen was contemplating on the solution to her problem. Emotionally she was very tense and had feelings of emotional dissonance. Her self-concept of honesty does not allow favoritism to take place in her job and she wants her values to remain intact despite her strong desire to be confirmed in her job. She needs someone to help her overcome her predicament and get her out of her dilemma
