This will be a one page, single space Issue Papers. This paper will be over an article of a choice related to NIMS/ICS or emergency management. This paper will take a position FOR or AGAINST an issue and written to persuade the reader to agree with the idea or position. This paper should not be a summary of the article selected but, an opportunity to argue a position and to think critically about the information. In order to argue and make a valid point, logic and reasoning must be used to provide a proper argument for both sides of the idea. To construct a well-crafted argument, within the paper, provide support or evidence for the argument
