Given the same conditions in Problem $14,$ assign flows to routes $1$ and $2$ to achieve User Equilibrium.

Now to reduce the congestion, someone suggested to add a link in the network by connecting Intersections $1$ and $2.$ The travel time on each of the link if as shown in the figure below. What would be the new User Equilibrium of this roadway network?
