Problem Statement: You are a member of a nongovernmental not-for-profit agency doing relief work in Haiti ( Figure 1). When Haiti is struck by a hurricane, often an important bridge is destroyed by flooding. It has been destroyed five times in approximately the last 20 years. You are the project manager replacing the bridge. The bridge site is shown in Error! Reference source not found.. To make the new bridge more resistant to floods, your design team has noted that the roadway roughly parallels the River Pins as the road travels north of the bridge through an undeveloped area. They recommend contouring the riverbank to lower it to a height such that flood waters will crest the bank and flow through the undeveloped area, keeping the river level safely below the new bridge. Preparing the riverbank for this requires that a berm be created and that its elevation be carefully controlled so that flood waters will crest the entire berm at one time and so not cause erosion damage. When floodwaters flow into the undeveloped area they will encounter the roadway, so this requires installation of a series of culverts to the handle the volume of water and protect the road. Flood water then follows the natural ground contour back to the normal river course below the bridge. This will not endanger any structures.
