The algorithm of your program is suggested as follows:

The data in the table of word should then be stored into a data structure dictionary using the first character of each word as the key and the whole word as the content.

The program then use a while loop to ask the user to type in a short message (words containing English characters or digits, each word is separated by a space). A short message is terminated with a return press.

The typed in short message is then translated into the walkie talkie spelling words and print out onto the screen.

The while loop keeps on asking the users to input the next short message and then handling it until the input short message is equivalent to roger out.

You may decide whether the last message roger out to be translated and printed onto the screen or not.

To make it simple, the uppercase and lowercase characters at the user input can be treated as identical.
