Using a Case study, the government established a housing programme with the aim of providing low$-$cost housing to citizens who are unable to purchase houses without government support. The programme has not been successful, as some of the homes that have already been built are collapsing, and the financial resources allocated to the programme were mismanaged. This mismanagement happens despite funding donations from four major private sector donors. The programme consists of four projects to build houses in four residential areas in the municipality.
