Using a grid paper, draw a side view map for the side-scrolling game. First create a character that is 2 grid tall, can jump 2 grid high, and can double jump 4 grids high. This character can run really fast. Make a marker to represent your character so that you can move it on the paper prototype. Assuming you're using a grid of 1/4" squares, your level map should fit on an 8.5x11'' paper turned sideways. (Landscape mode). Start your character on the left side and make a level map where the exit is in the top right corner. Include enemies, objects, power-ups, mini-goals, checkpoints, and so on that you would like to see incorporated in your level.
