Problem - Balanced 2D Array

Write a function that accepts as input a 2D dynamic array of integers and its dimensions (the first argument is the array, the second is the number of rows, the third is the number of columns). The function should return true if it has as many negative elements as positive ones, and return false otherwise. Zero should be considered as neither positive nor negative. The function prototype is given below.
