Using ICMA's benchmarking project and Key Performance Indicators, share with me a story of three cities. To do so, you must select: One year of data (not the current year for lack of data) Three areas to benchmark (e.g. general government, Fire/EMS, and police) Three cities. Make sure you have some rationale as to why these three cities are appropriate benchmarks to each other. Write a one-page maximum memo (contained in this document), including tables, that compares three cities' performance in these three areas.
