Implement a program that takes in a year value from a user and determines whether that year
is a leap year.
A year in the modern Gregorian Calendar consists of 365 days. However, the earth takes
longer to rotate around the sun (365.2425 days to be exact). To account for the difference in
time, every 4 years, a leap year takes place. A leap year is when a year has 366 days.
For a year to be considered a leap year, there are a few conditions that needs to be met:
Any year that is evenly divisible by 4 is a leap year: for example, 1988,1992, and 1996
are leap years.
However, there is still a small error that must be accounted for. To eliminate this error,
the Gregorian calendar stipulates that a year that is evenly divisible by 100(for example,
is a leap year only if it is also evenly divisible by 400. For this reason, the following
years are not leap years:
1700,1800,1900,2100
In short, if a year is divisible by 4 but not by 100 then it's a leap year. If a year is divisible by 100
and by 400 then it's a leap year.
