These are the following requirements for the picture:

• Draw a maroon frame that is 20 pixels wide around the edge of the drawing area.
• Keep all drawing, including the frame, within the 850 x 700 window size.
• Use the space provided don't limit your drawing to a small area within the frame.
• Use color appropriate colors for your picture, and not just basic colors.
• Use filled shapes as appropriate.
• Use a variety of shapes, such as partial circles and regular polygons.
• Add comments to your program to explain what specific sections of your code is drawing.

• After importing the turtle module, set up your scene with the following commands:

  turtle.setup(850, 700) turtle.title('Turtle Art')

It doesn't have to look exactly like this. Anything similar will do.
