Using the same information that we used to solve the original Cost of Asphalt problem (Part 1: Question 1), answer the questions below with the following new information: The Citys Procurement Office sets new rules that only allows the Department to select one private vendor to supply asphalt for a borough. That is, the City may select at most only one private vendor as the supplier for a borough. It may supply all the needs of a borough by taking from a private vendor, or from a private vendor and the Hamilton Avenue plant, or just from the Hamilton plant, but not from two private vendors for a borough.
