Utilization focused evaluation (UFE) is one of the evaluation models. The UFE model is increasingly being adopted by project-based organizations and governments following limited utilization of M&E findings and results. However, M&E experts have cautioned against the hurried implementation of UFE model by organizations and governments before they identify and address critical organizational and institutional issues that constrain and limit utilization of evaluation findings and results. Critically appraise organizational and institutional issues that may limit effective implementation of the UFE model by a project-based organization or county government of your choice.
