11. Fluctuations in costs of material or labor affecting budget.

12. High turnover rate among staff affecting project continuity.

13. Difficulty in finding skilled labor within required timeframe.

14. Lack of collaboration among teams resulting in misaligned efforts, duplicated work and slower progress.
