What does the following Linux command do?

I've entered the following command on in the terminal but nothing happens? Is this supposed to do something?

base64 /dev/urandom | head -n 700 > NewFile.txt

After entering the command and hitting enter, it just goes to the next line as if I were typing a new command...nothing happens at all.
