In some countries (e.g. Canada) daytime-running headlights are required by law. Since daytime running headlights laws had been enacted, countries report an average decrease of motorist deaths of 10%. Because of the extra energy used by the headlights, and the need for more frequent replacement of the headlights, this practice added $0.003/mile driven. The US government is trying to decide if daytime running headlights should also become the standard on all US automobiles. It is estimated that there are 280 million vehicles and 330 million people in the USA. On average, each vehicle is driven 12,000 miles per year. The most recently reported death rate was estimated to be 1.25 deaths per 100 million miles driven. As an engineer, you are asked to help make the decision. A.
